In Photoshop, the 'burn' tool should be right under the smudge tool. (The hand looking finger tool) Right-click on it and you should see both the dodge and burn tools there.
You has a voice! o.o I use layers for my characters as well, but I do things a little differently, making them result in a kind of a "painted" effect though. Yours looks cleaner though. lol. This must take a TON of work... Great Tutorial!!!
