As long as everything is connected, it should all flow on its own. If your cargo containers are full of stone though, the refinery fills up and can't empty the ingots and stops.

If you stacked multiple rotors and set them to full speed, what would be the fastest possible rotation speed at the very end?

So is it ships only that have limits to the amount of drills that can be placed on them?
no, only on servers
Just know that as the pistons get longer the drill will become increasingly unstable.
How do you get the refinery to smelt stone?
Make sure it's ported correctly, or drag it in manually.
