Why does the snare change notes at the end? Must it not be the same always no matter the chord

Nope. You can tune it to be in-key with the song or play with the pitch throughout the track. You can hear this in the Noisia track Could This Be, in the drop the snare alternates between normal pitch and being up a semitone.
