What you were describing was a Fractional Orbital Bombardment System (FOBS) which is made to sit in orbit for an indefinite period and then deorbit above a target, and FOBS are rarely classified as hypersonic weapons because while they do come in above mach 5, they usually don’t have maneuvering capabilities due to the angle of reentry. It sounds like semantics, but if mach 5 was the only requirement the first ballistic missiles from the 40s would count as hypersonic weapons.

I don't know the details, but the plasma isn't totally opaque. SpaceX have shown continuous video streams from a booster reentering the atmosphere all the way to landing. This illustrates that both light and radio waves can get through, if they are strong enough and of the right wavelengths. Also, they can still use inertial guidance.
