My guess is that his grimoire being so richly decorated is a reflection of how the king only cares about appearances and opulence; his grimoire is style-over-substance, just like himself.

At the very beginning of the series it was obvious that he was a coward to the point that even Finral acknowledged himself as one and just thought of himself as the "packhorse" of the squad always running away and letting his other squadmates do the fighting. But now, the fact that he chose to get right in front of elf-possessed Langris, who is leagues above him when it comes to strength when it comes to offence, to save the lady instead of just warping her away just shows a new and different Finral, a Finral that although charges into situations head first, is still calculated with his moves and knows the best way to tactically shift a fight to the better
Finral is overshadowed by his brother. He is probably the greatest support you can ask for. He will open a portal to get you away from fatal attacks, move you to your enemy’s blind spot, and you don’t have to worry about protecting him.

You want a reason? The nobles. They are the majority of the magic knights and this "King" is perfect for them. Easy to handle at long as you are a noble and have high mana.
