I don't think Elrond left Middle Earth hopeless. I think he, Arwen, and Aragorn (not to mention Legolas and countless others sundered from loved ones by the divide between mortals and elves) held out hope and trusted that even if they would be separated until the ending of the world, they would be reunited in a future beyond the circles of the world. A higher power like Eru Iluvatar could not design things otherwise and still be benevolent and worthy of the power he had.
