I can tell they're at Oak Ridge Cemetery at Abraham Lincoln's tomb in Springfield, Illinois. If the timing is correct, this was probably during the time that Heather was filming Poltergeist III and this could have been on an off day from filming.

You can just look at pictures and video post 1987 (esp Poltergeist 3) and tell something is terribly wrong with the girl, cheeks are all bloated and misshapen, like her bowels were no longer functioning correctly and things were backing up (and slowly poisoning her). If her mother knew this was happening to her and failed to act well that's something she's going to have to live with. Should have pulled this girl out of Pedo-wood years earlier.
Those early camcorders were beasts. I don't blame her for being frustrated with that one.
