@ll`Millie`ll No worries, fanfics aren't for everyone. I'll give a basic(as I can make it) explanation of this story.
This story is about a timeloop Dream and Tommy are stuck in. The story is told in a series of out of order short stories. Most of the story's are silly nonsense with Dream and Tommy messing around with others, but some of them were more serious as the scene shown in this.
One thing to know about this fanfic is that while Tommy is mostly the same character wise, Dream is given a bit of an explanation for his actions. A lot of Dream's canonical actions were done out of fear and anger due to Tommy always causing trouble. This doesn't excuse his actions in the story but gives an explanation. In this story lots of the manipulations were not intended as such, but had the same result.
In the scene shown in this both Tommy and Dream have looped 4 times. Dream notices Tommy acting different and asks if they had done this before. Dream gets excited about anyone being in the loop with him(having developed some abandonment issues from everything), even though it's Tommy. Tommy on the other hand is scared and freaked out because it is Dream that he is stuck with. Dream tries to make peace but Tommy is terrified and angry(for good reason) and they end up fighting(verbally). More happens but this is what is shown here.

So the person was probably confused because they're thinking about it in chronological order while you're talking about it in the order of loops Belle has written.
