It was a emotional moment for Duela. Learning the truth about her father. All these year she thought she was the Joker's daughter and finally she finds out she is actually Harvey Dent's daughter.

Seeing tears in Duela's eye made me sad 😢

Yah, I don't think Duela wanted to kill Harvey, who we saw was alive but hospital bed-confined in his next scene, anymore than the coin that blocked Duela's bullet somehow randomly finding its way into Harvey's chest pocket; Duela manually inspected him before she was given the loaded gun, right? And she's an experienced pickpocket with excellent sleight of hand.... I think Duela knew Jane would want to have her daughter kill Harvey and so, thinking ahead, after finding that Court of Owls' "death-pay" coin on Harvey's bound person she furtively slipped it into the strait jacket Harvey's wearing so she could non-fatally shoot him at where Duela knows where said coin was, having put it there herself. With Jane none the wiser. Ironic, really. What the Court of Owls uses to deliver death sentences ending up saving Harvey's life...

No, she really believed she'd killed him. You can see it in her face. We're told she's never killed anyone, even though she insists that's only because the opportunity hadn't presented itself. She had expected to take satisfaction in killing the father who betrayed and abandoned her, who to her is now Harvey, not The Joker--and all she feels instead is deep sadness. Harvey was carrying the coin around, and it just happened to save his life. By marring one side of the coin, Duela foreshadows Harvey becoming Two-Face.
I'm currently writing a conclusion to this story in what amounts to an episodic novel, picking up where the series finale left off. Google "Not Offended, Duelacentric." Turner is back, and happy as Duela is about that, she still feels like she has to bring Harvey back too.

I made some bad guesses as well--I thought maybe Jane got some kind of mind-altering substance from Poison Ivy when they were in Arkham together. No, she was just using good old-fashioned grifting know-how, on her own daughter, from an early age. Duela was afraid to say no to her, since she believe Jane was the only one who cared for her--when in fact, Jane couldn't feel love for anyone. Didn't even know what the word meant.
There was so much potential left in Duela's character, so many opportunities lost when the show got canceled. I couldn't accept none of that would happen, so I wrote her out of the emotional hole they left her in at the end, believing Turner was dead, and all that's left for her is to be a Gotham Knight, when she still thinks it's a stupid name--and the other team members still don't fully trust her.
I'm not quite done yet, but closing in on a finale that would have required one hell of an SFX budget. Also, not sure some of the love scenes would have bee allowed on CW. Gotham Knights deserved a better home, but it'll have to settle for my fanfic blog. Google "Not Offended, Duela", see what you think.

Jane really did have control over her at this point. Using her own daughter as a weapon of revenge, which she'd been programming her for over a long period of time. So to me, this doesn't prove Duela is a killer, even though she pulled the trigger.

In the comics, Duela was never a well-defined character, and she also pretends to be Riddler's daughter, Catwoman's, etc. The best bet is she was none of the above, and simply glommed onto well-known villains' personas because her own was something of a blank. The closest they ever got to a definitive answer was Harvey, and that was Dick Grayson's final determination, but as you say there's been several universe reboots and it's kind of a pointless question to ask now.
This is a far more interesting and very well-defined character. I think we can say for sure that Joker was her formative influence, but Harvey is her biological sire--which means she may also have the potential for 'identity dysmorphia', but doesn't seem to have experienced serious abuse as a child (in part because she was believed to be Joker's daughter, which Jane arranged to protect her from such treatment). Still, she's experienced enough personal trauma that had the show run a few seasons, they could have played around with the idea that she might develop some of the same issues.
