In my opinion Rourke is the most sadstistic and dangerous Disney villian. Of course we have the likes of Frollo but Rourke is a greedy and ruthless person who will stop at nothing to get his own way even if it means killing the innocent to achieve his targets. Even though it is left ambiguous it is implied Rourke killed Milo's grandfather when the latter got wind of Rourke's true intentions on finding the crystal, especially as it is implied the pair had an argument and it effected their friendship especially when Milo's grandfather discovered the true person Rourke was. Rourke also didn't care that he would be indirectly killing an entire civilization by taking away the crystal which the Atlantans rely on to survive. In fact the way he saw it, he would just get more richer even if it meant blood on his hands. He didn't hesitate to attack Kida's father by literally punching him in the gut giving him a fatal injury which even Sweet couldn't save him from. He punched Milo just because of Milo refusing to join sides with him and planned to abandon him (and Sweet) to their fate by leaving them to die with the Atlantians but then does the same to the rest of the gang when they decide to stay (except Helga) He throws Helga overboard to 'lighten the load' and doesn't give a shit he killed his best friend and accomplice in a selfish act and it was implied he planned to kill her anyway with him saying "Next time get it in writing" before saying nothing personal in a mocking and sarcastic manner. And when Helga blew up the balloon in retaliation Rourke literally goes axe crazy and tries to behead Milo for meddling in his affairs and had it not been for Milo slashing Rourke with the shard, he would had been decapitated.
My guess is Kida's father was dying anyways, but Rourke's punch made it worse. Although Atlantis has been sunken for five thousand years now it seems this might be limit of a crystal's power of life. So either a new one is required to continue on living or they are unique bound to its owner and the people would have died anyways shortly after. This theory never came to question, though, as far as I can remember.

Since the Heart of Atlantis is a self-sentient entity, it didn't recognize Milo as a threat. It even reassured him that everything will be okay once it used Kida as a vessel in the chamber. It sensed Rourke's black-heartedness and crystallized him into a horrific monster, befitting his character.
Maybe because he wasnt pressing on the shard when he was holding it, all he had to do to crystallize Rourke was lightly graze him with the shard without holding it too hard.
Rourke’s crystalized form scares me when I first saw this movie during my childhood. He still ranks as one of the most scariest villains ever alongside with snake Jafar and cy bug King Candy

My favorite part of this movie is when Rourke ends up paying the price for his greed and treachery.
Nice try at something more serious, Disney, but the Centurions and Justice League 2001 have you beat when it comes to Atlantean stories.
