Why the old liebher tower crane always broken the resistor

Break down of resistors that have been in use for a long time is normal. The wear on those heating tubes are considerable especially if operated in hot climates.

Doesn't it need a foundation slab, like a concrete slab to be prepared for its installation?

Behrouz2181 yes it requires a foundation ,a highly specified highly reinforced slab must be poured before setting up the tower base but the foot print it leaves when the crane leaves the site is nearly nothing.
