I recall this story. What is messed up is that the car they were driving was a loaner car and the previous person to have the car on loan reported to the dealership that the car had acceleration problems as the same thing happened to him, but he was able to put the car into neutral. He even correctly pointed out that it was probably the floor mat that caused it but they did nothing about it.

Doing 120 the handbrake is just gonna cause you to crash. Put it in neutral and easily put the brake on a little at a time. I've had my brakes go out it is scary but if you keep your head you'll be fine.

If you down shift to 2 or 1st gear at 100+ mph it's not gonna take long for the engine to shut down or like anthony said reach under the dash and start pulling wires one of them will shut the car off. Or get behind another car and use it to slow you down. Anything is better than what they did. Why bother with 911 what are they gonna do remotely shut off the car? He wasted valuable time talking on the phone when he could have been trying things to slow the car down.
I think putting in neutral is wrong. Having a gear in while the motor is off, the motor will drain speed. In neutral, you'll keep rolling for a while...
