Joe's assist: the bomb hits both you and your opponent if neither blocks. If you block an attack, your assist gets a reset and can come back out immediately.
Joe's bomb does indeed scale after testing it. However, in training mode the damage from the bomb does not get added to the total damage readout if you block it when it hits. That is why the damage reads so low despite killing characters.
To answer some questions I saw on here, Haggar is doing hard knock down thats why they don't get up and the damage is normal but some moves don't scale like Joe's bomb and Spencer's grab punch.
Not quite. When you block Joe's shocking pink assist, it considers your combo "done" and allows the assist to be used again. Normally you can only use each assist once in a combo.
IN vanilla Marvel, it was possible for Joe to do this in his own combos. They patch that out. I guess they forgot to look into if the partner can do it.
Best part? Ise doesn't show it, but you can use the same trick to loop five Bionic Arms in the corner. Six if you have a good third assist to get that last bit of meter.

See, don't be fooled about this, it's not Joe that makes this good, it's Spencer. Joe's not going to suddenly see more play it's just proving the point that spencer is way too good in ultimate along with Zero.

when your character goes into block animation the game reads it as your done with the combo, so the assist count resets

I guess technically no, it's a semi infinite because it would chip you out eventually, but for all practical purposes it's an infinite.
