Definitely a need for the world. But spare parts should not cost more than fresh pieces. All retail dealers provide compulsory service for repairs. Offering localized extension of warranty card against any product can be a good ecosystem.
Mobile phones are deliberately made to become obsolete after 2-3 years. After 3 years, they stop giving software updates. Then they will launch a new OS (name of another sweet dish) and start updating all the apps to the new OS. Gradually your most used apps will stop working and you will be forced to buy a new phone (as you cannot upgrade your current phone's OS anyways).

It should also consider the cost of repairable parts as some companies like apple keep their frequently changed parts like battery cost very high and making repair illogical (apple battery 12k vs samsung battery 2k for their top smartphone)
In the EU, there is a 2 year warranty on all products which forces manufacturers to produce quality products. We need this law in India too.
