Your explanation is not adequate to make it clear. You should have taken more number of colleges to explain in which specific college the OC seat is deducted/added how/why? This is missing in your explanation. For Example, let us assume that TN Govt college quote total 5500 seats available in which 1705 (TN quote for OC 31%) seats are for OC. So those who have scored the tamilnadu general rank (based on only marks no community involved) upto 1705 are considered to be OC category students ( pure merit, community rank ignored). Now these students when they choose OC/ Community-based seats in any of the say 37 colleges pure/semi TN government) or even some of them many opt for management seat in private colleges or private college (government quote) for their own reason . In this case how the reallocation of seats in various colleges are done using looping method may be explained. I hope this way only the complete understanding of looping method is possible.
