I used to work for a redi-mix place in Canada. Can pour year round with additives. On the wire channels you will make, maybe use some hotglue to hold the wires in it?
hot glue is a good idea i was considering.
when is it too cold to pour concrete?
Google says 40F (4C) is the minimum. The chemical reaction stops below that temp.
I think the leds are really cool and good and the look really good in the dark will you be adding any more leds to your van

The only thing you can know for sure with contractors is that it will take more than twice as long and cost more than twice too much
