      Apply the load steadily and uniformly, starting from zero at a rate of 35 N/mm2/minute.

      It is not concrete...
      It is cement mortar cubes..
      Mix ratio is 1:3
      Because they have taken 200 grams of cement and 600 grams of standard sand

      As per IS 456 Cube is checked for characteristic strength not for target strength so your officer is wrong.

      Calculation of water : ( P/4+3) x1/100x800
      If P is the percentage of water required to produce normal consistency
      But normal consistency of cement is 29.5 %
      (29.5/4+3)x1/100x800 = 83 gm
