Couple this with the fact that she lives at an isolated temple and has little contact with men outside of violent confrontation and you can see why she acts the way she does.

Well, Kaito was pretty silly, but Tenko was sillier a lot more often due to her very flawed logic, so I'd say she's more of a Hagakure by a long shot. At least, from what I've seen of this game so far.
