I do stabilize, and usually use non-stretch interfacing right behind the buttonholes and alternate between the options for the rest of the placket depending on the pattern.
I am repairing a pair of pants that are fully lined. The fashion fabric is a loose weave fabric that has pulled out of the seems in the seat and hip side seams. If I take the woven fabric off the garnet and reinforce the edges with a fusible binding will it prevent future shredding of the seems?

It's hard to say; it's also possible that the binding will just pull away from the fabric where it's sewn on.
