I'm playing as fc Andorra at the moment trying to do this the 'proper' way. Certainly not producing top tier wonderkids but had a few through with high potential for 2nd tier Spanish football. Dunno if it's a bug but the weirdest thing I've noticed playing as this club is that foreign players aren't gaining dual nationality, either Spanish or andorran which makes the save a tad more challenging with limited non-eu spots
