how do you get this card?

It's from the "Bout for Beside You" event. You could get it from the event shop back then. Now you either pull it from gacha (it's a 3 star Len so it should be in many if not all banners) or get it from ticket exchange if they add this card there (they add older cards to ticket exchange, even 4 stars but 2 and 3 stars are added faster).
