A new character for ACS has been completed and as you see it's Hubert Ozwell.
This is NOT the last version of Hubert. He will be improved (sprites, effects) at a later point.
Hubert got updated. He has 15!! different Story Modes.

Hubert Oswell, known in Japan as Hubert Ozwell (ヒューバート･オズウェル Hyuubaato Ozuueru?) and born Hubert Lhant (ヒューバート･ラント Hyuubaato Ranto?), is Asbel Lhant's younger brother by one year in Tales of Graces f. He is part of the military and has the status of a major. Though he is part of the Lhant family, he becomes a member of the Oswell family while Asbel is absent.

in battle he only sits still and his hp, tp, cc counter stay empty and he cant be harmed
One more thing : Little Queen appears in some of the Boss difficulties (Mania and above). So I'll change my advice and only recommend that you download her (instead of copy-pasting another character).
Trust me, it feels silly to go all the way to the end of a Boss Rush mode, only to see a boss is replaced by the Scarecrow or something -_-
The 2nd opponent is Little Queen. Remember : she was released AFTER the rest of the cast, so I surmise you never downloaded her. She should be "TOG8.player".
Either download her, or copy-paste another ".player" file and rename it "TOG8.player", and that fight will no longer crash.
Little Queen also appears in some other difficulties, so you need a "TOG8.player" file to play those at all!

There hasn't been any news for new characters for ACS nor ACS3D. Anibache is working on a new ACS in the style of Smash Bros which sounds awesome but nothing more is known about it.
PS: I think Ex-Passion is the japanese name and Expiation the localized one.
It's very doable if you fight non-bosses. Normal mode is like that, except with some healing.
Still, I'll nerf Chaos. Nereid uses OVL non-stop against Hubert for some reason, and that's not good with the time "limit".

Hubert isn't in the original roster. Since he's fanmade you can play as him by replacing an other character with Hubert.

Can't you control him? Does he not do anything as a CPU?

Perhaps did you know new characters project (like pascal, cheria,estelle)?
Im tired by the same characters -_-...

I am intrigued by your problem.
What I can recommend is to make sure that you still have the original TOA0.player in your ACS folder. Do NOT replace TOA0.player by another character ever, else all Story Modes will glitch.
Btw, is the glitch happening when you control Hubert or when he is your opponent? Also, in Story Mode or VS Mode?
It really disturbs me :/ The character is extremely well made but the animations are horrendous. If that was fixed up it'd definitely be one of the better ACS custom characters.

Do you mean "no difficult mode", or "no Hard Mode"? All difficulty modes should be available. All 6 of them. If not... let me know!
Come on, he's not "cheap". He's VERY CHEAP xd. His 400 HP go down fast, but everything you said holds true. Actually, it gets even worse.
Better exploit his cheapness for fun and profit and try these impossible modes before the next update ^^
