You saved me. (step 1) However, my issue was my usb cable that charges my phone was causing this error. I did all the steps but plugged in my usb cord attached to my phone so I could also see the usb name under, then clicked its' properties and unallowed it as well then clicked okay and OOM no notification and it started charging Not sure if it will work for all though.

Also the internal Realtek sound gets glitches on the computer. Windows 10 Stationary PC. I wish I could get some help to fix my sound and my USB power/conection problems...
The fist solution seems to be making some kind of difference, I no longer get the power surge notification, however no devices work after that on any of the ports. When I plug something into my usb 3.0 port it does something (eg. Xbox one Controller will viberate) but then it doesn't recognize it and the light behind the Xbox symbol doesn't come on. It appears to initially get power but after that, nothing. Any help would be much appreciated

found a solution that worked for me download all the 3 pci express root port drivers under optional update section let me know if it fixed ur problem. :)
I just (less than 1 hour ago) solved this problem with a far simpler method than this. I had this problem with my mining rig. Its motherboard is an old 990FX with an FX-8350 (with 4 cores disabled). I realised that I started to get this problem when I updated the Radeon Drivers. Every time I started up Windows 10, that blasted message appeared and always in pairs. Then it would pop up again intermittently. Knowing that the USB ports are goverened by the AMD SB950 southbridge, maybe there was a problem with the chipset driver and a re-install of my chipset drivers would solve this issue. It was just a shot in the dark but I've been building PCs since 1988 and figured "It sure can't hurt."... So, I re-installed my 990FX chipset drivers. When I ran the program to install the 990FX chipset drivers I saw that a different version had been installed by the Adrenalin software. The version that was installed was 21.10.0420 or something like that. The problem there is that the final chipset driver for the AMD 990FX chipset is 18.10.0830 so it had installed the wrong driver for this old motherboard. This problem had plagued me for over a month and I had no idea what to do before I got this epiphany. The AMD installer rolled back the chipset drivers to 18.10.0830 and I haven't seen that message since. It was glorious to see Windows start up without that stupid message popping up! I would recommend re-installing the chipset driver before trying Ethan's method because it's faster and easier. If it doesn't work, then Ethan's method is worth a try.
Thank you for your solution. You really saved. Nothing in this video worked for me but when I updated the chipset drivers the issue was resolved. My laptop was continuously showing the power surge message even though there were no USB devices connected.

Lol. Literally all you need to do is click on the pop up, there should be "reset" showing after u click on the pop up and restart the PC that's literally it. Non of what he did
Step 2 helped me resolve the issue more than step 1 with the Power Surge on USB Port error. Now I can use my Hori Arcade Stick with no issues! :D Edit: Unfortunately the problem came back & couldn't fix it. Turns out my Hori Real Arcade Pro 3 Stick(PS3) has a faulty USB cable, after testing other devices in the same USB ports that I previously plugged my Hori stick in(Had the Hori Stick for more than 10 years lol :P). None of my PC components are faulty, just the Stick itself. I'm gonna buy a replacement instead. lol :P

It happened again 2 months ago , I unplugged and then plugged all of my devices from my PC and restart and surprise ,it worked !!! But now I tried cleaning my PC in real life , unplugging and then plugging in again. None worked This video doesn't work aswell. Once you're in Control Panel, Device Manager, you enter universal serial bus controllers, and disable the USB Root Hubs, you have to also disable everything else (that can be disabled) in the Universal Serial Bus... It probably started after a driver install. Re-install the correct chipset driver for your craptop and it should go away.
