In SM GY the rares have a chance to spawn in the dungeon, if you keep clearing the mobs in the graveyard (they spawn every 10 mins), after one of the rare elites has spawned, there is no chance after to spawn a rare.
Correct me if I'm wrong but on HC servers below 60 you can only do one dungeon every 24 hours, right? So you can't reset ID anyway if there is not a rare up? Haven't played HC so im not 100%.

@Guzu Make an Ornate Spyglass, you can zoom in from dungeon entrances and /target rare mobs if the ID has them.
