She's referring to trying to beat or smother the fire with a blanket which can sometimes work if it's a small one. But yeah, unless its electrical fire, you generally want to use water on fire, not a blanket or anything else.

The "CPS showed up and found Ruby baking with her daughter instead" thing makes me laugh. Parents are actually often informed that CPS is visiting ahead of time, so she most likely cleaned the house and made the daughter bake with her in order to make it seem like nothing was wrong. Very common for abusive parents to put on act when faced with CPS, and I say this from experience.
I will never understand why they forewarn them. Isn't it obvious that they'd take that time to 'polish up' and put on a show? CPS is a joke, no matter where in the country you go. Sickening, really.

I remember when I was a kid going through abuse with my dad. I was having a hard time at school. A counselor asked me if there was anything wrong and I told him all about what was going on at home. The next day my dad barged in my room and grabbed me and started yelling at me like "what have you done! Why did you tell them all this stuff! Now we got DSS up my ass and it's your fault! You better tell them nothing is going on when they get here or else it's only gonna get worse for you!" So of course me being scared shit less I basically said nothing and all he admitted to was whipping me with a belt in which they said that's normal.

Utah resident here, the state hardcore dropped the ball with the Franke case. Cps and police had been there upwards of 15 times in the last 7 years. Neighbors had been calling on them for YEARS. Those kids deserved so much better than any adult involved gave them, sad only the oldest sister ever tried to save them.
I mean governments in general are awful at dealing with that stuff, there needs to be some serious reforms.
