Also it could be reference to Vlad the Impaler (who was Vlad the 3rd -- hence 111)

There's just no flat value for the empowered version, instead both the flat damage and the ratio are multiplied by 1.85
80 * 1.85 = 148
60% * 1.85 = 111%
You can tell this is what they did because on any ability where Riot did this, it only shows the change in the first value at different ranks ("Damage [80/100/120/140/160]"), whereas 148 isn't listed there.

I sucked at vlad until I realized how short his E cooldown is.
-Almost never use E in lane besides prepping minions under tower by tapping it or proccing phase rush. You will take a huge amount of damage to yourself by holding it
-After 1 item can hold for damage cuz now your HP & AP make up for the damage you take
-Level 13 you are god because now E CD is 3 seconds (E Rank 5 at lvl 13)
-You can R while holding down E for a near impossible E -> Flash R -> E Release combo
You have now mastered Vladimir

Another tip:
You can set E to slow cast so that you don’t have to hold it down. Makes E combos easier to execute. You’ll have to press E again to release.
Then you can do the combo Pekin mentioned easily: Tap E -> Flash R -> Tap E
Vladimir is giga broken when you understand how to play him.

The secret us Vlad Enjoyers don't want you to know: getting early MR is way more annoying than early antiheal imo (unless you're playing someone like Brand who can basically keep people permanently wounded)

So like anti heal early is NOT good against Vlad. The reason is it doesnt last long enough and hell just Q after it falls off. Pretty easy to do once you get used to grevious wounds abusers. In reality you'll still get one shot and die. MR is key, even a piece early helps so much. Hex or verdant and sit on that. Never die and then finish you main item.
