I thought handle always goes on outside so the hinge and everything on inside
Here's an idea...why not put the latch up at a normal height? Then neither a dog nor a kid could reach it.

I would install a closer such as a spring or gas return to keep the gate tight to the latch unless pulled. That way the dog or kiddo have to do a two step jigg to get out.
Maybe install it between 54" to 60"
You could! It would be like having a really high door knob, but you could.

My spring has lasted 20 years. Best latch ever!
How or what can I use to lock it?
This one will take a padlock on either side.
