Mam I have a doubt that if the train snorts loudly then how can ot pass silently in the 1st stanza ...please clarify it
The train is snorting noisily and crossing the areas which are very silent. It is night time and everything else is covered with silence, except the loud noise of the engine.

Ma'am here sheep-dogs is referred to those dogs who are trained to cantrol sheeps
Yes, in that area the land is very poor and cannot be used to grow vegetables etc, however, it does provide good grazing for sheep - the farmer herds the sheep using dogs (sheepdogs), to move the sheep from one pasture to another or to a place where they can have their wool sheared etc,
