A fluorescent pink is more visible across all possible backgrounds. Pink out performs fluorescent yellow in fall wetland vegetation for example. I don't have a link to the study. The real reason pink is excluded, and red is included (red being less good in low light) is because they thought people workers would avoid wearing pink, they'd rather get run over than wear a "girly" colour. Dumbest reason ever. Homophobia.
Especially since much of industrial equipment is plastered with orange and yellow. If personal wore pink and we kept orange and yellow for equipment it would be easier to differentiate a human being from an object
