The Padres and Dodgers probably have met with him, they just kept it in secrecy under the radar to respect his privacy. If this is the case, the Padres would be favored, but no one ever really knows. If they really haven't met, then it's likely because he's favored these two teams and moved them to what has been talked about being round two which is supposedly after the New Year. Round 1 was likely just the teams he might consider if they had a strong pitch and offered him something that might entice him from Padres/Dodgers.
I wouldn't count SD as a "losing" team to be on. They still have Tatis, Machado, Merrill, (hopefully keeping) Arraez and Salas and De Vries on the way. The starting rotation and possible Cease trade is what brings a few questions marks but they'll still be competitive
