There’s a couple of NPCs in the flooded district that have this same behavior pattern. The two dudes with cleavers above the guy that watches his son die in his arms. I wonder what makes the NPCs go into this mode.
Something curious is that if you sthealthily kill the oveseer who is bellow the lord regents, he will complain, asking to the oveseer why he has stopped "playing his music" and the guard accompanying the regent will go to investigate
