Only china has the finest purifying technology for rare earth material. Even USA doesn't have it. Many countries have the rare earth material but no technology to make it useable with finest quality.

Many countries can produce batteries. China wins on cost due to capacity and lower labor cost. So, if we allow these non-Chinese companies that have the techmologies to refine to operate in India, they can be able to compete with China on prices as well. In the long run, the Indian companies will also have access to these technologies.
