The AI continually running its troops into you can be enough to let them win - I lost to them once that way. Your war score from battles is usually capped at 50%, so it doesn't matter how many battles they lose past that point. If the attacks can kill enough of your troops to prevent you from being able to finish sieging the war target, then the war score will eventually tick up in their favour and they can win.
