    “EDINA, Minn. -- A video of a black Minnesota man being detained and handcuffed apparently for walking in a street near a sidewalk closed for construction is drawing outrage on social media.
    The video, posted by a bystander to UA-cam, shows a plain clothes Edina police officer grabbing a man later identified by city officials as Larnie Thomas in the Minneapolis suburb of Edina Oct. 12. The video shows Thomas walking near the white line of the street’s shoulder before he’s stopped by the officer, who grabs Thomas’ arm. The bystander narrating the video can be heard saying there’s no other place for him to walk.
    Thomas becomes agitated, telling the officer stop stop touching him.”

    So the officer that turns up tells him he's under arrest... When he's asked why he pulls a confused face and looks to his colleague. Don't you need a reason to arrest? Can't get arrested in the UK for walking in the street, pity I don't live in the USA... Land of the free. What a joke.

    I hope many of you remember this video, and then know that this happens to poor blacks in the inner city ALL THE TIME. Police essentially stop them from anything like "obstructing sidewalk traffic" to "fitting a suspect's description". It serves several purposes as picking people off the streets in the inner city can result in often finding people with warrants. They just sweep the streets, and sort through the picked up people later. If they have a warrant against them, then its great for the police because they get an arrest. If the people they collect don't have a standing warrant, then they have all these bogus charges which the poor people go to court for. They are then fined, and the court piles a court fee on that fine in order to squeeze out more money. Problem is, poor people don't often have the money, so the simple solution is to keep adding onto that fine until they end up owing a ridiculous amount of money to the city. Of course, this works even better in states where people can go to prison for not paying a fine. People are forced to go on probation instead (privatized), and the probation usually forces them to get drug tests and wear a tracker in order to charge them for these things. So they end up owing thousands of dollars for a small fine.
    America, where we give to the rich, and steal from the poor until they are ground to dust.

      Plus if you're in a state where you can go to jail for not paying fines, then you get sent to a privatized jail. Privatized jail is great! The companies that own them get more money for having more beds filled... ya like that's not a conflict of interest at all. All the Justice System is is a revolving door to collect and make money off of (mainly poor) people.
      Utah has things called Justice Courts that they created to free up State District Courts. City Justice Courts can only hear infractions, Class C and Class B Misdemeanors. Class A Misdemeanors and higher go to State District Court. Anyway, about ten years ago there was a Justice Court Judge near where I lived that lost his judgeship because he was sending people with marijuana tickets and DUI's (any drug related offense) to a treatment center that he partly owned.

    I'm white (and Native American, but it's not obvious), and if I were doing the same thing, I can guarantee you I would have been treated very differently. As the woman with the camera suggested, the officer would have just told me to use the sidewalk that wasn't under construction across the street. That's it.

      Benjamin Roberts I was Jay walking on a railroad once and was stopped by the cops. They essentially just told me to get off the railway and back onto a sidewalk. It's only anecdotal, but I'm white and my similar situation had an incredibly different result.

      Only a racist would think that a a white cop wanting to talk to him, about jaywalking down a street with construction instead of using the footpath on the otherside of the road, is somehow rooted in racism. If the cop wanted to be 'tyrannical' he could have easily gotten physical when the guy was acting like an aggressive dick and threatening the cop, but he didn't.

    I'm a Federal Agent and I see people walking in the street all the time. You know what I do? I hit my sirens so they know I'm behind them. Drive up next to them, put my window and remind them that we have a drunk driving problem and kids texting while driving. The side of the road is for bike traffic so you should use the sidewalk for your own safety. They get on the sidewalk I say thanks and be safe then I leave. Sometimes they yell at me for "harassing" them. At that point I say hey just looking out for you and drive off. They're not violating a federal crime and I don't enforce city ordinance so I simply leave. Local cops have no idea how to deal with people. That's problem number one. There's no need for me to put my hands on anyone when having a simple conversation.

      So, you put on your siren and ask them to move to the sidewalk? You mean, kinda like the officer in the story did?
      "Police say the officer recognized a public safety risk, so he pulled his car behind the man with his lights and signal on in an attempt to advise him to get out of the roadway. Police said Thomas turned and looked at the officer and continued walking in the traffic lane. According to police, the officer drove in front of the man and stopped about 15 feet in front of him to block him from continuing to walk in traffic, but they say Thomas continued to walk in the driving lane and “did not stop and was defiant” when an officer got out of the car and began to follow him."
      It's almost like they asked him to move to the sidewalk and he didn't listen....

      "It's almost like..." isn't actually doing it. Here's the problem we don't know where he was walking. He says he was on the opposite (right side) of the white line. The officer says he was in the street (left of the white line). This is where you get into he said she said in court, which no body likes because the Judge typically sides with the cop. So if the cop hit the siren, he looked back and kept walking its because he felt as if he was in the right. I would do the same thing. The point is the officer could've stayed in the car. Like I said its what I do all time. That way there is no doubt that I'm talking to you. 99% it works perfectly I don't get any lip they go to the sidewalk and I go about my day. Everyone once in a while I get lip and I just simply drive off because I've got better things to do like serve federal arrest warrants.

    I am gunna get crap from some people for saying this, but having an officer put his hands on you so suddenly verses just explaining what I had done wrong, would have made me upset as heck as well. I am not condoning arguing and resisting a cop. Saying all that, it has to got to be beyond frustrating to be hassled like that. I am glad the mayor of the city issued a statement. And I am happy that this man did not need to go to jail. A formal apology by this cop or the department for the officer acting insensitively would have been nice I.m.o.

      You are correct about all races having blood on their hands. But there's a level of wickedness that only whites have reached. It's as though it's easy for whites to dehumanise people, even other whites. The Spanish inquisition comes to mind.
      The Aborigines, Africans, Indians, etc, have no such history. I don't know if it's because of the lack of spiritual grounding or what? Or is it because of weather and lack of resources?
      Why is it that only whites come up with movies like Saw, and so many other deplorable titles. Asians, Indians, Africans, and South Americans don't produce such movies. What's with some white people's minds?
      There's white people that I respect and love like John Pilger, Tim Wise, John Brown, etc, who have compassion for fellow humans. Then you have Vlad the Impaler, and a plethora of rapists, pedophiles and sodomisers who hide in the church of all places. Raping 4yr old children, raping nuns, sodomising alter boys. And exporting homosexual behaviour to places it never existed.

      I live in Canada and I run on the same side of construction I have never had a police go out of their way to tell me to move on the other side. Even if they did, they wouldn't do this? One time, I was outside of the club. I'm on my phone and walking backwards. A police officer was standing there and watching me. I happen to look up and catch him looking at me and motions with his finger to walk back towards him. I look behind and realized I was about to step off the curb. So he was preventing me from hurting myself. That was my personal experience. I'm not saying all officers in Canada do this because there are some bad ones. That's all the officer had to do - ask the man to walk on the other side of the street for his own safety. That's it!

    ....in my country the construction company is required to post clear and precise signage when the sidewalk is closed and directions to : use the other sidewalk : .....in many instances when traffic is likely to be a safety issue to the general public....then flag people are posted to assist the flow of traffic.....but wait....its America...a third world nation of so called entitlement and as such do not have the brains to do the right thing....

      Jude Fahley yes it is. this might surprise you, but here it's the construction companies job to make the site safe for pedestrians. I know America is somewhat slow to adopt common sensw, but this is basic health and safety. if you remove a pedestrian walk way you provide a safe alternative.

    So let's see...If I'm driving I get pulled over, possibly arrested for no reason. If I'm walking and a car as to slow down even the slightest amount to let me cross, I'm arrested on the spot. If I stand still and don't do anything, I'm "loitering" and I'll get arrested. Got it.

    I wish ignorant people could feel what it's like to profiled from an early age, it changes your entire mentality about the people we pay to serve us and authority in general. I remember my twin brother and I walking home when we were 11 years old and being stopped and questioned about a burglary because my brother, and I quote, "had a black hat and the suspect also had a black hat". How many 11 years olds do you know that are committing burglaries? I can't count how many times I've been accused or questioned in a manner that implies I was stealing or planning to. When I was 4 a laundry mat took my father's money and when he asked to get his change back, the manager said he wanted my dad to check my brother's and my pockets for the quarters. Most people don't realize how profound the cumulative effects of having your early years shaped by stuff like this.

    that white dude has a point in that its hard to judge a situation as you have never experienced it before.
    but in these times, i would really like to insist that black people should make their best efforts to just comply and not acting like this guy acted.
    because doesn't matter if the cop is racist or poorly trained or just a coward, at the end of the day" cooperating" will allow you to get home safely, while acting like this cat may get you killed by a racist/poorly trained/coward cop.
    You just need to make an effort " YOUR BEST EFFORT" to not scare the cop, because he may freak out and shot your ass without really even thinking about as these things happen so fast.
    Sure , the cop may end up going to jail like in some cases, but you will still be dead anyway.
    MAKE YOUR BEST EFFORT TO COOPERATE WITH POLICE, as at the end of the day, any "racist/poorly trained" issues can be handled in court but a "coward" issue where the cop resort to shoots your ass, will not matter as you will be 6 feet under.

    this "police officer" had no reason to be touching this man at all, he was clearly escalating the situation. and behaving like a thug. when there is construction happening on the street it can sometimes be difficult to figure out where to walk because there is so much crap everywhere it has happened to me many times, and he gets assaulted and arrested for this?? I hope he sues or at least gets an apology . suspend both officers as well.

    The guy was intoxicated (something you omitted) and obstructed traffic, walking in the middle of the road, rather than crossing the road and using the sidewalk.
    The cop rightly wanted to question him, and the guy became confrontational and attacked the cop car.
    Nothing implied he was getting arrested until he physically hit the cop car.

    Mayor Jim Hovland, in announcing on Sunday his decision to have the case dropped, acknowledged that "people across the country are expressing concern about how [Thomas] was treated by the Edina police" late Wednesday morning.
    The city of Edina posted its response late Monday afternoon to requests from the NAACP Minneapolis regarding the incident. The responses came from Hovland, city manager Scott Neal and Police Chief Dave Nelson.
    Among the requests from the NAACP were that an independent investigation be done regarding the incident and whether any department protocols or state laws were violated, including whether Thomas' civil rights and civil liberties were violated. The group asked that Lt. Tim Olson be suspended without pay pending the outcome of an investigation.

    If I was arrested and charged with disorderly conduct every time I had a bad day and got mad at someone, I'd be in jail forever. We can't just put people in jail because they get mad when they are mistreated. If the law was applied evenly in that regard, me and my entire family, and everyone else I know for that matter, would be rotting in a jail cell for the rest of our lives with a permanent stain on our record.

      fall to him. The officers escalated what should have been a quick call from the window as they were driving by to a pseudo arrest. We are human beings with human emotions, if we feel wronged we get upset now compound that with the likely fact that this isn't the first time this guy had been harassed by the police and that his infraction was something so small that it shouldn't have warranted so much as a double take he's response is understandable.
      It's not right that black people (like the woman who's husband was shot in a car right next to her, or Rice's sister, or a man who has been shot while laying on the ground) have to working knowledge of psychology and stress training against armed and "trained" police.

    The cops had no business harassing the man and arresting him for "obstructing traffic" especially when they just park their vehicles in the street completely blocking traffic. But, in all honesty, with him flipping out, screaming and pulling his clothes off in the street... That probably wasn't doing him any favors. I understand his frustration, the cop had no business grabbing him like that. But they probably thought he was mentally ill at that point.
