Hi, you can specify that for yourself in your bylaws. Your state law will likely indicate the minimum number of board members. The IRS likes to see at least 3.
Is this statement saying that a sibling is not considered a family member? A brother or sister of an individual is not a member of the family for this purpose. Found this on the IRS link you provided

It sounds like an idea people would love to donate to in addition to grants. Have you checked into your local community foundation and identified the foundations connected to local businesses?
Sometimes it’s tough to get grant money for items- not impossible but some funders don’t want to give you money only for materials so I would frame it as a program and make sure you build all that in your budget. Have you considered getting donations from individuals (including inkind donations)

That statement is, yes, and it pertains to private foundations.
Can board members be located in different states?
If your state law and bylaws allow it, yes.
Is it illegal to have majority family as directors or is it just not recommended?I don't know anyone else that I trust at this time.
The question of legality would be for a lawyer, but generally that’s a red flag for the IRS. But many orgs do it, especially in the beginning.
