Your laptop is just underpowered. Do you use VLC to play media? It can play anything. As long as the video doesn't have a hideously huge resolution, it should be able to pull out 720p video, 1080p if your GPU is capable. Desktop computers if made recently should easily handle video as their video cards are now made for digital video. Windows 7 and 10 are capable.
