This is correct in some cases. When you program the AS3X via the AS3X programming app, then the transmitter should have no programming and the AS3X has all the programming. However, I choose to not use the AS3X app because it is easier to make program changes in the transmitter. The default program in the Sport Cub S receiver does not include EXP, so I put it in the transmitter.

There are many other videos of mine that also show the programming of the DX9 and the DX7 and DX18 which are all almost the same.
I read the AS3X shouldn't have EXP added, have you read this?
