I think if people is interested in Chinese culture then surely one of the best times to visit Penang would be the 8th, 9th and 15th day of Chinese New Year.

We drove from KL to Penang.. we went on the 5th day of CNY and traffic was moderate.

I don’t know too much history of the stall but it is at the junction of Chulia street and Lebuh Carnavon.
