The easiest and fastest way to fix this problem is by watching pro vods. The issue that you have stems from not having a plan of what you’re gonna do before the round starts, so you make it up on the fly. Find a pro player and watch vods from them on each map and try to copy what they do. Their setups, the way they hold sites, all that. And once you start to have a game plan on how to play the map you wont be nearly as indecisive anymore. Hope this helps man.
Prolly dont play neon until you have a good grasp of the game. Dont push on defense needlessly, hold site, dont push with an op (dont op with neon at all tbh), use stun if u gonna go in or save someone, smoke to make space, practice jump peeking with e, learn to sit still.

I had the same problem, for me its a case of not being punished enough for bad plays, especially in low elo where you could pretty much get away with some bad decisions since the other guys are also making bad decisions

I think them being in silver or bronze and being good I think they don't care about rank. The fact that this guy got to plat 1 is just a matter of bruteforcing games because eventually you WILL climb if you play enough games.
I dont know if there's a follow-up, but I think thinking out loud actually is the thing he needed. It looks like he's on 100% autopilot and trying to think out loud will make him think
I think this guy autopilots and never thinks about consequences or risk to reward of his actions. I've seen so many people including myself if I'm tired etc. make similar mistakes from subconscious decision making. I don't think he's that bad if he thinks before he does things because his mechs are mostly decent and he knows the basics from close to 1000hrs of playtime he just needs to implement them or make gameplans / flowcharts.
i feel like plat/dia lobbies (im peak d3) has a lot of either all aim no brain or the reverse and this dude seems like the former and that might be a bit generous. Like i find myself constantly baving to tell my teammates not to push 5v2s and 5v3s etc and they end up throwing half the time because the "thoight process" isn't actually there its more they think the rest of the team can cover if they dont get the kill

something ive noticed is that the more hrs someone has in a game the more they tend to auto pilot and when that happens they develop bad habits and dont even realize it.
honestly i think this neon lacked heavily on their stuns. so many times they either flat out waste it by panicking or they just don't get enough value from it by not letting it bounce to multiple angles. unless I know exactly where someone is and I know im taking a 1v1, II NEVER let the stuns overlap because its just a waste at that point.
He played 900 hours... I can guarantee he wasnt panicking when he wasted his stuns. This is just the laziest, most going through the motions VOD I have ever seen. I can't believe he thought this was the right VOD to send to get feedback from.
