Excellent metal work, but you installed the blade upside down.
This mower has potential to work again. Just find a new mower deck or whatever it's called to mount the engine and blades underneath onto

Nice restoration but only useful if its for your own use. A lot of time involved if it is to be sold, maybe $100 US, as it is a low end model.😅
Engine looks like a Briggs & Stratton, but I could be wrong.
It's a Techumseh. Went out of business in 2008
