if it's a matter of purely adult content, there is literally only one reason why steam will remove a game and it's nothing to be proud of.
in this specific case however, a quick Google search turns up that it looks like it was the developers own decision so it could've been any number of things. Most likely money or some sort of rights disagreement with the publisher.

I heard a real reason why the game got removed and the developers got hit with a giant legal issue. The characters are between the ages of 13 and 16 and they are over sexualized but it took a while before someone reported it. Child porn is against the law outside of Japan.
It’s not “child porn” when the age of consent was 13 up until last year in Japan when it got increased to 16. Literally most of the games have characters at this age range and when any games get adapted to other regions they just change it to say “This character is 18+”. They do this every single time.
People keep forgetting America’s laws don’t pertain to other countries. Otherwise we should ban all of Europe for underaged drinking. lmao All of Italy drinks alcohol literally since birth because Wine is used like water to them , always used for dinner.
If this was the true reason then it’s just because the game never got the “censorship treatment” that all games get.
