It requires brain & national integrity, unfortunately you don't have both.
Because there are more than 32 lakh pensioners in Indian Army. Government spent more than 1.4 lakh crore last year just on pensions. So a lot of military budget is spent on pensions only, government wants to reduce this amount. That's why this Agniveer Scheme was launched. Same scheme exists in many countries.
