Several years ago, sounding the WEA's on cell phones for blizzard and ice storm warnings were discontinued, since there's no immediate threat to life and property at the time the warning is issued. In other words, there's LOTS of lead time, thus rendering WEA activation unnecessary. That said, if you prefer to still receive such warnings on your phone, I can recommend Ping4Alerts, which I use and have sound a buzzer whenever any warnings are issued where I am.
