You could probably reach them without lifting it but it will be a bit more difficult. I had to lift it to make it easier to film.

Yes you will need to remove the wheels to get to the wheel arch liner screws

Do you need to take it off to fit tow bar

I'm no expert with attaching tow bars but I expect it would have to come off, especially if welding is required.
