because that place is originally doesn't ask diamond from the people who enter it, in reverse it give diamond as souvenir inside a chest. it become cursed after Pekora dismantle all the diamond ore block, replace it with lapis ore block,Replace the sign about diamond"souvenir"with new sign who ask for diamond, put a fake review sign outside as a prank for Koyori.
that's why the diamond debt that Kanade think she have become irrelevant.

She just say you don't need to pay, which mean when any girl asking for diamond, they mainly just pranking, because they know it's valuable item and hard to get, like Pekora's froglight trap that asking for diamond but everyone just pay with trash. Even though Pekora acting like she get angry for entertainment viewer but she didn't actually forcing anyone pay.
