Capitalizing on the fact that Billy is still too despondent to realize that even though he lost and the media was trying to downplay his team's achievements, every single team out there was gonna have to start looking at things differently. I can't remember who they ended up hiring instead, but I remember reading that he was instructed to follow a formula very similar to Billy's. So it's not that other teams WEREN'T starting to restructure, it's that nobody wanted to admit they were restructuring because it would mean admitting that Billy's way was better.
