I think that Marcus told King Harrow that one of the elf assassins spared him and it gave Harrow hope that Ezran and Calumn could guide humanity to a peaceful future with Xadia, even if it never entered his wildest hopes that the girl would find herself first in line to being his future daughter in law. Marcus may have also started telling other soldiers once he knew the direction King Ezran wanted to go.
I really liked that this relationship is now official, compare to avatar last airbender where it took the whole series for they to start in this case they decided to make it real. Also I like that Rayla was that one that fell in love first

For the second one I can tell you that if this were a real case scenario, the person whom presents themselfs as possible future monarchs has to have some kind of support from the military, religious and noble forces of the kingdom to be chosen. Viren is still the high mage of Katolis, so it's quite easy for him to be chosen over any peasant.
