I saw your east tester is reading 0.05 ohm when not connected so if you subtract that from the measurement you get 0.09 which is close to 0.1ohm you should read. 10% off. Definitely better than 40% off that 0.14 would be. Anyway you want to check the accuracy of that meter. Maybe is within manufacturer tolerance.

I heard that the HT118a can’t read capacitors that are low in picos. Can you please verify this?

My HT118A reads a 56pF almost instantly.
Takes a couple of seconds to check a 100uF.

4w mesasurement is incorrect. The sense wires should be as close as possible to the resistor
