Long answer short! I would start by teaching your dog the recall command under no distraction. Move the dog outside once he understands the command. Use a long line and simulate off leash situations and reinforce with the leash when necessary. Once the dog listens under high distractions (which takes a while) you can start to trust them off leash! Don’t rush this process! Make sure to reinforce when the dog recalls and use the necessary reinforcement from the leash when they don’t!
