Social Security Disability: Qualifying for benefits

I was denied in my inishal now my reconsedration at 10 month
I am 55 widow on my husband records no work history college degree from overseas
the denier was at step 2 not severe
for my reconsedration I got RFC from my doctor supporting my limitation for hypothyroidism after thyroidectumy
my question is why my recon taking that long ?
secound dos DDS consider my Doctor RFC Or just in hearing
